toshiba l35 boot failure

During a restore process to an earlier date, my boot stopped in midstream with the following error:

bcmwltry.exe - unable to locate component
This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem.

How do I re-install anything if I can't get into the system?
I have tried various alternate setup changes, but get the same result each time. The laptop was running fine before the attempt to restore, which I did because I couldn't get the laptop to recognize the wireless Linksys router. It had been running wirelessly for about a month, then stopped. Help, please!
