Keyboard Caps Lock giving lower-case letters ?

I know WHEN it happened, not really HOW, but was not aware of such a result.

Debian etch 4.0.r6
cf.kmap
french canadian keyboard.

I made some attempts to use the ~ in the upper left part of the french-canadian keyboard.
I know now that this is not possible with the french-canadian kb. (only alt+the_key_right_of_L)
But my attempts with multiple combinations of alt, ctrl, etc. brought a strange result:

With Caps Lock on, some keys (O P L M ...) stay as lowercase.
With Shift + letter however, uppercase are ok.

With a "dumpkeys" I can see that something is wrong. But I do not know how to fix it.

With "loadkeys cf.kmap" things are back to normal, but after a reboot... wrong again.
No problem with my desktop (gedit, etc...works fine with Caps lock on) the problem is only with the console.

My guess is that there is a bin file somewhere which is keeping the wrong kmap. Not reinitiated at boot time. But where?

I tried "dpkg-reconfigure locales" followed by "locale-gen" with no avail.
