First, copy the *.deb file/package to the target machine. Since you have ssh, you can use "scp" to do the copy.

Once the file is there, log into the machine with ssh. You can then use "dpkg -i filename.deb" to install the package. Note dpkg will install things just fine, but will not resolve dependency problems like apt-get will. (If you have a working Internet connection and configured apt-get on the target machine, just log in with ssh and do a "apt-get install PackageName".)
