inittab doesn't work to start/respawn vgetty

Sorry, this probably isn't really a hardware issue (except it affects modem useage) but I can't see a better place to post it - suggestions welcome.

With this line

S1:345:respawn:/usr/sbin/vgetty ttyS1

in /etc/inittab, (and after #init q),

#ps waux | grep [v]getty produces no output which I take to mean that vgetty is not running even tho it seems like it should be. (I'm wondering if it would be a good idea to try removing hal and what would break if I did - or what else to try/where to look.)

Any help appreciated, thanks in advance.
