All that is is Xfce4.4's built in compositing effects. After you have
Xfce4.4 installed with compositing enabled you can just go to
Applications -> Settings -> Window Manager Settings (Or something similar).

The last tab on the list should be "Compositing Effects", and in there
you'll be able to choose window opacity. I warn you though, if you plan
on actually getting work done compositing is extremely distracting and
sometimes it events puts an unwanted strain on your eye (Look at the
text in the terminal in that picture, it hurts my eyes just reading it)

Other compositors supports blurring, which makes it a lot easier to read
text in a transparent terminal.
