roundcube on stable 3.1

so i must be the biggest idiot or something else is going on...

debian sarge 3.1 x86
apache 1.3.x
php4
mysql 4.0.x
pear

my roundcube error is:
SERVICE CURRENTLY NOT AVAILABLE!
Error No. 1f4)

and in the roundcube logs/errors:
[04-Mar-2007 11:23:17 -0800] DB Error: DB Error: connect failed in /../../public/htdocs/rc/program/include/rcube_db.inc on line 105

I have done the following about 1000 times: Deleted and untared the source, gone over the db.inc.php and main.inc.php files with a fine tooth comb, dropped and recreated a new database.

Have another webmail system up and running so i know all the services are up. I have iptables and have flushed the rules to see if that were the issue and it is not.

Any ideas anyone?
